Abstract:

The main objectives of this participatory action research is to examine problems and causes of student smoking behavior; to investigate the pattern of the enforce of implementing the national health assembly resolution of tobacco; and to study success factors of the national health assembly resolution. The volunteers included 726 secondary school students from grade 7 to grade 12 at NayiaSuksaRatchamangialaphisek School. The research was conducted from July 1", 2012 to June 30", 2013. The research found that smoking students began their first smoking since the seventh grade and increased their smoking in high school. From questionnaire distributed to 255 students, there were 24 smoking male students (9.41 per cent). They usually smoked at the restrooms (29.17 per cent), near the pond (25 per cent),auditorium (20.83 per cent),residence behind the building 3 (16.67 per cent),and at the back of school (8.33 per cent) respectively. There was cigarette odor and cigarette butts were dispersed at the floors. The smokers are careless about health The school executives and teachers need these students to realize the dangers of smoking and prefer them quit smoking. However, they did not Inow how to start. There were many reasons to smoke among students including curiosity; peer pressure; family acceptance of students' smoking; environment; law and regulation enforcement defects; and lack of tobacco action plan within the networks. The patterns of enforcement process of implementing the national health assembly resolution for tobacco included moral camp for risk students; announcement of Tobacco-Free school; banners and stickers of anti-tobacco campaign; the integration of interdisciplinary classroom instruction on tobacco; school radio and sport day for anti- tobacco campaign; one district, one best school; and school-based smoking cessation counseling. In terms of the success factors of the implement the resolution, there were many factors involved as follows: (1) several sectors participated to advocate the cooperation between communities and families towards anti- tobacco movement (2) the school executive announcement and the implementation the tobacco-free school policy. The overall finding found, there were no new smokers in school and smoking students adjusted their smoking behavior due to restrictive smoking area in the school. 18 students (75 per cent) who need to quit smoking willed to confess with the teachers that they smoked cigarette and asked for guidance on smoking cessation. Five students (20.83 per cent) could stop smoking and a father of school student quitted smoking because his daughter asked him to give up cigarette. (3) the school implemented the policy continuously and planned to extend more tobacco-free schools.
