Abstract:
Thailand has complied with the Non-Smoker's Health Protection Act (A.D. 1992) which resulted in overall reduction of the smoking rate. But the teenager smoking rate was increased and the ages of new smokers were less. So, there might be the possibility that the impact of this Act does not reach the teenagers. Application of the tobacco plain package to Thailand may help. There have been studies that revealed the efficacy of tobacco plain packaging in Thailand since A.D. 2010. The regulatory impact analysis study should be conducted before the government release any new Act or Regulation. The OBJECTIVE was to forecast the impact of application of Tobacco Plain Package Act toward Thailand stakeholder. METHODOLOGY The descriptive survey method was employed, data collection by document research, in-depth interview and, focus group meeting. Samples were stakeholders who could provide information regarding the aspects of economic, policy, management and behavior. Four sets of interviewing questions and mock-up plain package tobacco were research instruments. RESULTS There are 4 parts: 1. Attitudes of smokers and non-smokers towards tobacco plain package. All answered that it will affect in reduction of smoking intention by non- and new- smokers not to general smokers. 2. Impacts on saving the expenditure to treat diseases caused from smoking especially the new smokers, in the year A.D. 2019 and 2020 will be 2,023,444, 836 Baht and 2,304,020,000 Baht respectively. Personal saving from not smoking rendered to new smokers in the year A.D. 2019 and 2020 will be 178,162,608 Baht and 177,084,264 Baht respectively. 3. Impacts on national income from tobacco tax, as calculated from tobacco prices at 90 Baht and 60 baht per pack, will be 227,535,067.79 Baht and 274,877,638.59 Baht respectively. 4. Impacts on business sectors will include the strategies in pricing, product, distribution places and marketing promotion.
