Abstract:
This research has objectives to develop research and process based lesson learned decode to create a tobacco-free condition and decrease a tobacco-consumption in youth group through empowering health promotion clubs and community networks coverage a specific objectives as following: 1) to evaluate a condition of smoking risk factors and the tobacco consumption in various regions of Thailand. 2) to evaluate and lesson learned decode of health promotion clubs and community network in community health education in community health education administration, creating body of knowledge and develop administrative trend by increase from past experiences of the clubs, especially, learning process as groups of civil society, learning communication for change and audio-visual media to empower health promotion clubs in several communities how they have these previous skills-assets. 3) to develop action plan and project to promote power of health promotion and community networks through project administration for the tobacco-free campaign and the tobacco-controllable prevention that change into performance purposing to create the tobacco-free conditions in youth groups. 4) to evaluate lesson learned decoding and participatory lesson learned conclusion in creating of the tobacco-free condition and decrease the tobacco-consumption in youth group including analysis of factors, situations and various compositions that have roles towards effective administrations of health promotion clubs and their networks. 5) to develop a theory based suggestion, a policy based suggestion and an implementation suggestion for network-strength development of health promotion clubs through administrative integration on the phase of the tobacco controllable prevention and in the tobacco-consumption in Thailand’s context. Research process is divided into three phases, namely, 1) the preparation phase that is a specifying step of the project administrative support-team, supervise and step by step internal evaluation that researchers communicate and connect to require the concerned personal and organizational co-operation and conducted the review of various documents and research works. 2) the phase of implementation that is the step of ( 2.1) the contextual education of schools and communities, analysis of the tobacco-smoking phenomenon, concerned factors and the tobacco-smoking preventive activities of youth who used to do in the past and the present time. (2.2) the team development that supported the project administration, supervise and internal evaluation for decoding lesson learned and internal evaluation in form of participatory empower creation. (2.3) network development that is a technical support in the area. 3) the final phase of research project that is the step of participatory observation, developing support for the project administration, supervision and participatory evaluation in all important activities according to the project of participative health network against tobacco-risk in youth group of Health Education Division, Ministry of Public Health. Research results had gained as following:- 1. Working of network to campaign in youth group, public health personnel who have important roles that discern outside a framework of public health phase to connect public health networks with other networks because of the tobacco-campaign not only concerns with youth group but also links with other groups such as ageing group, village health volunteer group (VHV), personnel group or even though school level. In present time, there are many offices, many partnerships that join to have roles of tobacco-campaign such as 1Tthe 0T1TOffice0T1T of the Thai 0T1THealth0T1T 0T1TPromotion0T1T Foundation (ThaiHealth) or 0T1TSor Sor Sor, various networks that have their office’s lesson learned or these organizations would be important assets to move and increase works. 2. Working of network to campaign in that youth group has present working device in separate characteristics such as the Ministry has one role, hospitals and networks in local level including public health officers have another roles. Local administration which is a close office with local offices even has clear policy in terms of drug abuse prevention. Working of school, Buddhist temple and other offices have clear separate characteristics. But in reality, each office has its own important lesson learned in tobacco-campaign. If there is a stage or a device that can connect with various organizations together. It will be able to do an effective tobacco-campaign. 3. Design of the project activities is to use participatory process dimension. This will be an important base in sustainable movement both process phase that can also create learning process and practical skills leading to other health promotion dimension. In practical lesson learned phase will be good result from real practice which will reflect whole to be community lesson learned itself that will be increasing and applying towards other dimension continuously.
