Abstract:
Article 5.3 in the WHO’s Framework Convention on Tobacco Control (FCTC), has the objective to protect tobacco control policies from interference by the tobacco industry and its networks. Limiting interference by the tobacco industry is the key to effective tobacco control. Strengthening good governance is important for implementation of the FCTC by the members of the World Health Organization. The challenge of circumventing tobacco industry interference indicates that coordinating efforts are a necessary approach. Coordinating national mechanisms is necessary to strengthen effectiveness in managing conflict of interests. Challenges in supporting policies coherent including whole-of-government approach at all levels, have similar objectives in other areas of public policies and global health, such as Sustainable Development Goals (SDGs). Tobacco control supports the commitment for health in all policies to achieve sustainable development for health, economics, and environment. International organizations are aware of collaboration between various agencies in protecting tobacco control policies interference by the tobacco industry. It is the key to both effective tobacco control and sustainable development. Challenges and opportunities in governance are necessary to emphasize in article 5.3, for implementation of WHO-FCTC and to promote Sustainable Development Goals.
