Abstract:
This research aimed to study the problem situation, the level of perception and consumption behavior of Illegal cigarettes and ways and corrective measure to illegal smuggling and consumption of imported Illegal cigarettes on the Thai Cambodian border in the eastern provinces. The research methodology was qualitative research (Instigated Research) to the field by establishing the credibility of the key informants. The data were collected using interview and in-depth interview, triangular data checking and data analysis. and quantitative research to be the questionnaire. The research found that the problem situation, the level of perception and consumption behavior of illegal imported cigarettes on the Thai - Cambodian border was as follows: (1) So Kaeo province (2) Chantaburi province (3) Trat Province were agreement. The form of Illegal cigarette smuggling found that: (1) army ants smuggling (2) duty-free shops (3) retail shops on border (4) Transported with large trolleys across the border (5) Marine transported with fishing boats. Factor/condition of Illegal cigarette smuggling found that: (1) the tax structure of domestic cigarettes (2) the economic and political changes within Cambodia; (3) the convenient channels along the border (4) the perception and beliefs of people on Illegal cigarette smuggling (5) the return of smuggled cigarette was higher than the punishment (6) Law enforcement and (7) Expansion of demand for cheap. The Thai - Cambodian border cigarette smuggling approach was consistent with the role of education, role of community leader, community networking, establishment of international cooperation network, community Learning exchange, participation process from local people, the role of local administration and religious, measures and mechanisms for political and social measures tax and law. Feedback measures and mechanisms:- Intervention and pressure on the offender group by networking. However if the demand for cheap cigarette is high this process still exists. If the Thai government determines that the measures and mechanisms of taxation are equal or similar to the whole region. Domestic smokers may not want to smoke cigarettes because of concerns about quality, convenience and price and the imposition of legal penalties by changing from imprisonment to more by calculated from the volume of the medium and the income of the offender group.
